2010 Southern Division UWMPs

California American Water

California American Water hired WSC to prepare the 2010 Urban Water Management Plans (UWMP) for four of their districts, including Monterey County, Ventura County, Los Angeles County, and San Diego County.  WSC developed service area population data in GIS by intersecting block level Census population data with CAW’s service area.  Using the service area population, WSC calculated per capita water usage for each service area from 1990 to 2010.  This was used to determine the baseline per capita water usage mandated by Senate Bill x 7-7 for a 20% reduction by 2020.  WSC projected water usage by customer category using regional association of government’s population projections and historic local per capita water usage.

WSC examined local water supplies to evaluate the systems water needs for the next 20 years.  WSC evaluated the water supply reliability by reviewing historical water supply and demand during dry year and multiple dry year periods.   In the event of a water shortage, the 2010 UWMP provided water shortage contingency planning measures, including the course of action in the event of a catastrophic loss in water supply.  WSC identified Water supply surpluses and deficits by comparing future water supply against demand projections.   Finally, WSC described the demand management measures being implemented by CAW to reduce each systems’ water demand.
