2010 Urban Water Management Plan

City of Arroyo Grande

WSC completed the 2010 Urban Water Management Plan (UWMP) for the City of Arroyo Grande. UWMPs are integral water resources planning documents for urban water suppliers serving more than 3,000 acre feet per year or more than 3,000 connections. UWMPs are required to be developed every five years ending in “0” and “5”by California’s Urban Water Management Planning Act (UWMP Act). The California Department of Water Resources (DWR) is responsible for reviewing UWMPs for completeness.

The requirements of the UWMP Act changed after the 2005 UWMPs due to legislative actions. The new legislation required 2010 UWMPs to include an analysis of baseline, compliance, interim target, and target per capita water usage as required to meet the Senate Bill x 7-7 (SB7) Statewide goal of 20% per capita water use reduction by 2020.

WSC developed service area population data in GIS by intersecting block level Census population data with the City’s service area.  Using the service area population, WSC calculated per capita water usage for the service area from 1990 to 2010. This was used to determine the baseline per capita water usage mandated by SB7 for a 20% reduction by 2020.  WSC projected water usage by customer category using San Luis Obispo Council of Government’s population projections, the City’s General Plan, and historic local per capita water usage.

WSC examined local water supplies to evaluate water needs for the next 20 years.  WSC evaluated the water supply reliability by reviewing historical water supply and demand during dry year and multiple dry year periods.   In the event of a water shortage, the 2010 UWMP provided water shortage contingency planning measures, including the course of action in the event of a catastrophic loss in water supply.  WSC identified water supply surpluses and deficits by comparing future water supply against demand projections.   Finally, WSC described the demand management measures being implemented by the City to reduce water demand.
