2010 Construction Management Services

City of Big Bear Lake Department of Water and Power

WSC served as Construction Managers for the City of Big Bear Lake Department of Water and Power’s (BBLDWP) 2010 Water System Improvement Program (WSIP).  The 2010 WSIP included 6,400 linear feet of installed 8-inch and 10-inch water main, two new drilled municipal water wells, and two equipped existing water well.  The 2010 WSIP was part one of a two part program, which in total will deliver 36,000 linear feet of 8-inch and 10-inch water main, drill two water wells, and equip five water wells for the community of Big Bear.  To fund this program, WSC helped the BBLDWP secure $11 million dollars from the USDA’s Rural Development Program.

WSC prepared the preliminary engineering report, which defined the scope of the program, and modified existing construction packages to include USDA required contract provisions.  WSC assisted the BBLDWP to obtain City of Big Bear Lake encroachment permits, County of San Bernardino encroachment permits, Caltrans encroachment permits, and filed the Notice of Intent with the State Water Resources Control Board.  WSC helped the BBLDWP bid the projects, reviewed the contractor’s bids, and recommended the award to the BBLDWP.

During construction, WSC managed three construction contracts simultaneously, including submittal and RFI coordination, schedule management, facilitation of weekly progress meetings, change order management, grant and loan draw requests, pay request review, and daily inspection.  WSC managed the construction through final inspection and closeout with the BBLDWP.
