Comprehensive Planning Study

Descanso Community Water District

WSC developed the Water System Master Plan, also referred to as a Comprehensive Planning Study (CPS) for the Descanso Community Water District (District), which is operated and maintained by California American Water (CAW).

The CPS quantified and characterized the District’s sources of supply; identified current and projected regulatory requirements affecting the District’s system operation capital improvement plan (CIP); evaluated the capacity and condition of existing infrastructure; developed and calibrated a hydraulic model of the District’s distribution system; developed demand projections based on projected number of customer connections; and identified and prioritized capital improvement projects. The completed CPS and CIP prioritized projects will allow the District to maintain regulatory compliance, improve reliability and quality of service, improve system efficiency, reduce risk, and allow adequate capacity for growth.
