North Pleasant Valley Desalter Project

Since the mid-1990s, groundwater in the northern portion of the Pleasant Valley Basin in Ventura County has continuously declined in water quality while simultaneously increased over 200-feet in elevation from poor quality brackish upstream discharges. The large mound of poor quality groundwater in the northern part of the Basin forced the City of Camarillo to reduce groundwater pumping and increase State Water Project (SWP) water blending to achieve desirable water quality. If left unchecked, the quality of groundwater in the Basin would continue to decline as the mound of poor quality water migrates further into the Basin.

WSC is providing Program Management services for the City’s North Pleasant Valley Desalter Facility project, which will treat 4,500 acre feet a year (AFY) of brackish groundwater from the northern portion of the Basin and yield up to 3,800 AFY of potable water using Reverse Osmosis (RO) technology. The project would allow the City to more than double its current local water supply and reduce its dependence on imported State Water Project (SWP) water. The brine from the RO treatment will be disposed of through an existing brine pipeline and outfall in Port Hueneme.

WSC is currently supporting the property purchase and annexation, CEQA preparation, design coordination and review, and grant application development. The final drawings and specifications are anticipated to be complete in August 2018 with construction slated to start in late 2018. The facility is expected to be operational in Spring 2020.
