Regional Groundwater Sustainability Project

City of Pismo Beach

Water Systems Consulting, Inc. is providing Program Management and Preliminary Design services for the Regional Groundwater Sustainability Project (RGSP). The collaboration between the City of Pismo Beach, SSLOCSD, City of Arroyo Grande, City of Grover Beach, and Oceano Community Services District will provide communities in southern San Luis Obispo County with a new, locally controlled and drought-proof water supply.

The RGSP is an Indirect Potable Reuse (IPR) project that will recover secondary effluent from the City of Pismo Beach and the South San Luis Obispo County Sanitation District’s (SSLOCSD) Wastewater Treatment Plants (WWTP), a resource currently being discharged to the Pacific Ocean, and utilize full advanced treatment to produce purified water to supplement groundwater supplies and protect the Santa Maria Groundwater Basin from seawater intrusion.

The advanced treatment facility will use microfiltration or ultrafiltration, reverse osmosis, and ultraviolet radiation and advanced oxidation process to meet the public health criteria for IPR. Construction is expected to begin in 2019.

The City of Pismo Beach currently operates a 1.9 million gallon per day (mgd) WWTP and SSLOCSD operates a 5 mgd WWTP. The RGSP will reduce the amount of secondary effluent disposed into the ocean and produce 3,500 AFY of advanced purified water, creating a sustainable water supply for approximately 44,000 people.

In addition to Program Management and Preliminary Design services, WSC is currently providing funding and environmental document support during the preparation of grant applications and the Environmental Impact Report. WSC also helped create a community outreach website for the project (regionalgroundwatersustainabilityproject.org) and is assisting with community and stakeholder outreach and engagement.
