WSC’s technical expertise has impressively increased with the announcement of three new engineering hires. Two team members will be based in Portland, expanding our commitment and footprint in the thriving Pacific Northwest community.

Carrie Pak, P.E. is a Civil Engineer with more than 34 years of technical management for public agencies and consulting engineering firms focused on water resource infrastructure engineering for public water utilities, including drinking water, stormwater, and wastewater.
Most recently Carrie served as the Chief Engineer for the Tualatin Valley Water District in Beaverton, Oregon where she operated the largest department in the District: Engineering and Operations. Her work included planning, developing and implementing capital improvement programs; developing and applying standards for water system design and construction; coordinating and oversight of water distribution operations; coordinating operations and maintenance of the Willamette Water Supply System; and oversight of the District’s water resources program, including water rights administration, source water management, water quality monitoring, regulatory compliance and cross connection control functions.

Jason Rice is an experienced Civil Engineer with a demonstrated history of construction project management in the environmental services industry. He is skilled in management, strategic planning, leadership, team building, and change management. At his previous position at Oak Lodge Water Services District in Oak Lodge, Oregon, he served as Deputy General Manager/District Engineer. Jason prides himself on his ability to foster a positive and productive environment where everyone can grow while adding to the overall team value.
A few of his career highlights include the consolidation of two special districts into one, creating and maintaining the District’s Rules and Regulations and Design and Construction Standards, along with his work on Boardman Wetland Complex, Water Master Plan, and various pipe replacement projects.

Michael Steel, P.E. is a Professional Engineer with a background in water resources planning and management and international development. He has worked in the private sector as well as for NGOs, across cultures in multiple countries. He is driven to consistently learn new things and believes some of the brightest innovations come from the intersection of multiple fields.
As a Senior Innovation Manager at Lifewater International, located in San Luis Obispo, CA, he implemented innovation projects and strategic initiatives across the organization, led the innovation team, and was responsible for developing a culture of continuous improvement, curiosity, and creative thinking. His previous projects have included process improvement, workflow automation, data analysis and visualization, solar-powered water systems design, technical program support, project management, and systems analysis.
