Jeff Lawrence, Rob Morrow, Justin Pickard, Michael Cruikshank, and Haili Matsukawa join the internal team responsible for leading the short- and long-term strategic goals of WSC.

WSC leadership and staff positioned the organization to experience growth and positive changes in 2023. WSC redefined operations by restructuring the Founder and CEO position, recruited a new President, added 16 staff members, and expanded geographic reach and service offerings.

In alignment with that growth, WSC has added five vice presidents who are empowered by our Board of Directors to lead the day-to-day management and operations of the company, are accountable for effective decision-making in the best interests of the company, and are responsible for company performance, risk management, investments, growth and development, and staff well-being.

In May 2022, WSC promoted Jeff Lawrence and Rob Morrow to Vice President, and in December, three additional WSC staff joined them: Justin Pickard, Michael Cruikshank, and Haili Matsukawa. These five top performers were selected for their significant leadership and contributions to WSC, their diverse and critical skillsets, professional credibility and business acumen, and strong character. As Vice Presidents, they will serve on the Officers Team. Get to know our new officers:

Jeff Lawrence, PE has more than 30 years of experience in water planning, design and construction. He began working with WSC as a Principal Engineer in the Folsom office in 2021 and now serves as our Solutions Delivery lead. Jeff has developed dozens of plans for water and sewer systems throughout the Central Valley and Bay Area, including Citrus Heights Water District, Soquel Creek, Northern Cities Management Technical Area, and Golden State Water Company.

Rob Morrow, PE joined WSC in 2019 as a Principal Engineer in the SLO office and was also promoted in May 2022. Rob has 20 years of engineering experience in integrated water resources planning with a focus on long-term supply planning and implementation of recycled water projects. Rob has led large and small recycled water master plans and preliminary designs across California and integrated water resources planning projects that analyzed water supply and demand portfolios.

Justin Pickard PE, CCM, LEED AP BD+C has been with WSC since 2017 and has more than 20 years of experience as an engineer and project manager. Justin is currently leading three of WSC’s most visible projects along the Central Coast: Water Resource Recovery Facility Upgrade for the City of San Luis Obispo; North Pleasant Valley Desalter; and Central Coast Blue, a long-term water supply solution for the cities of Pismo Beach, Arroyo Grande, and Grover Beach.

Michael Cruikshank, PG, CHG has been with WSC since 2018 and is currently the practice lead for WSC’s growing hydrogeology service line and is the Orange County Office Lead. Michael has 15 years of technical and project management experience. He has led projects in large stakeholder environments including the development and implementation of groundwater sustainability plans, salt and nutrient management plans, and the groundwater components of large programs such as the Chino Basin Program and Central Coast Blue. He is currently working with clients throughout Riverside, San Bernardino, San Luis Obispo and Orange counties.

I am looking forward to working with a diverse group of professionals on the WSC Officers Team to help create a better water future. As a Vice President, I am excited about the opportunity to continue to grow the groundwater practice at WSC and collaborate with my colleagues and clients on amazing multidisciplinary projects.

Haili Matsukawa, MPAA has been with WSC since 2021 and has completely restructured the Strategic Communications practice. Haili has strong business acumen and has earned the trust and admiration of many clients and staff, serving as strategic communications lead for San Bernardino Valley Water District, City of San Luis Obispo, Las Virgenes Municipal Water District, and City of Camarillo.
